When is a data set to be considered "compliant"?

A data set is to be considered "compliant" if it meets all the requirements set out in the Implementing Rules on interoperability of spatial data sets and services (1) and its amendment on code lists (2), including the following:

(1) Commission Regulation (EU) No 1089/2010 of 23 November 2010 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards interoperability of spatial data sets and services

(2) Commission Regulation (EU) No 102/2011 of 4 February 2011 amending Regulation (EU) No 1089/2010 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards interoperability of spatial data sets and services
