Introduction, scope & organization of work

• governance approach introduced in the last MIG-T Meeting
• task of sub-group: implement governance approach based on GitHub
• recommendation JRC: changes to IR should be avoided (if possible)
• repository of INSPIRE schemas already added to GitHub (https://github.com/INSPIRE-MIF/application-schemas)
• change proposal to INSPIRE schemas > new Issue (based on a template) and Pull request (if feasible, recommended)
• Release plan INSPIRE schemas: releases twice a year (31.01. und 31.07.) after MIG Meeting 
• repository for INSPIRE TG already added to GitHub (https://github.com/INSPIRE-MIF/technical-guidelines)
• TG conversion into formats manageable on GitHub in progress (fully automated conversion not possible)

• workflow and issue template added to TG repository
• helpdesk facilitators will go through 82 change requests of former Community Forum and add them to GitHub, if still relevant
• change requests that are already approved don't need to go through the whole process
• discussion about versioning of schemas and updating UML models → needs to be further elaborated
• change proposals to schemas and TG (opinion of the sub-group 2.3.1 is documented on GitHub)
