How could we handle the creation of large amounts of metadata for tiled datasets as compared to the creation of metadata for data set series.

The INSPIRE Directive for any dataset includes the following two requirements.

Art. 5 (1) on metadata recites:

Member States shall ensure that metadata are created for the spatial data sets and services corresponding to the themes listed in Annex I, II, and III, and that those metadata are kept up to date.

Article 11 on network services recites:

1. Member States shall establish and operate a network of the following services for the spatial data sets and services for which metadata have been created in accordance with this Directive:

(a) discovery services making it possible to search for spatial data sets and services on the basis of the content of the corresponding metadata and to display the content of the metadata;

Those services shall take into account relevant user requirements and shall be easy to use, [...]

We therefore conclude the following:

1) The directive does not restrict the metadata requirements to datasets series. No doubt metadata have also to be created for spatial data sets and this metadata have also to be made accessible through network services.

2) To properly organise a potentially big amount of metadata, technical solutions able to allow a hierarchical search may be defined, in line with the "user needs" and "easy to use" requirement. Indeed, from a user perspective, it could be useful to offer to a query a hierarchy of answers which would first include metadata related to a dataset series, and at a second stage the metadata related to one or more specific datasets belonging to that series.
