Auf MIG-T 2022-11-24_25 MIG/MIG-T Meeting (Brüssel) - INSPIRE-Umsetzung - GDI-DE Wiki finde ich Aussagen zur Frage der Anerkennung der INSPIRE-Dienste für die HvD-Bereitstellung:

Offenbar ist geklärt, dass der WFS als API zählt und gleichzeitig wird seine Massen-Download-Tauglichkeit anerkannt. Es scheint auch geklärt, dass ATOMe zwar für den Massen-Download anerkannt werden, nicht aber als API.

Meine Frage: Wie soll ich mir einen Massen-Download über WFS oder OGC API (auch \feature gemeint?) insbesondere bei großen Datensätzen vorstellen? Wird hier WFS + Paging als geeignet angesehen?

M.W. halten Praktiker einen Massen-Download über WFS und/oder OGC API \feature für nicht möglich/ausreichend.

  • INSPIRE ATOM-Feeds are two XML-Feeds - that may be read by humans, but are intended to be used programmatically

    In NRW können mit Erfolg INSPIRE Massen-Downloads (jeweils gecachte Datensätze für ganz NRW) über WFS Stored Queries durchgeführt werden. Anstoß zur Umsetzung hatte die Europäische Umweltagentur gegeben. WFS Paging war nicht geeignet.

    Meines Erachtens sind die ATOM-Feeds ebenfalls als API zu betrachten. Die API-Beschreibung findet man in den TG (Zwinkern)

        Am findet ein MIG Workshop zum Thema "impact of the HVD Act on the implementation of the INSPIRE Directive" statt, an dem ich aber leider nicht teilnehmen kann. Aktuell ist noch offen, wer DE auf dem Workshop vertreten kann. Dies wäre zumindest eine Möglichkeit das Thema noch einmal mit dem JRC zu diskutieren. Wobei das JRC auf der letzten Sitzung der MIG hierzu eine klare Meinung hatte: Atom feed erfüllt nicht die Anforderungen der HVD-Verordnung an APIs.

          In der englischen Originalversion der HVD-Verordnung (https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32023R0138) ist die Fußnote bei APIs klarer formuliert (s. bspw. Annex Nr. 1.2): "Such as direct access download services based on Directive 2007/2/EC."

          Definition in der INSPIRE-Verordnung zu Netzdiensten (https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:02009R0976-20141231): "’Direct Access Download’ means a Download Service which provides access to the Spatial Objects in Spatial Data Sets based upon a query."

    Situation in der GDI-BB: Alle HVD-gekennzeichneten Geodaten werden u.a. über Download-Dienste bereitgestellt. Auch APIs werden angeboten. In den Landesbehörden werden jedoch auch Atom-Feed als Download-Funktion bereitgestellt.

    Frage: Sind Atom-Feeds als Download-Funktion im Kontext der HVD-Verordnung zulässig?

    Ich bin immer noch der Meinung, dass ATOM-Feeds auch als API gesehen werden sollten. Aber letztendlich wird so etwas gerichtlich entschieden werden, wenn denn irgendwann mal jemand klagen würde (Zwinkern) .  Die von Astrid zitierte Aussage aus der HVD_Verordnung sagt nur through application programming interfaces (‘APIs’) und die Fussnote (11) hierzu "Such as ..." .

A computer system that meets this standard is said to implement or expose an API. The term API may refer either to the specification or to the implementation. "

    Die Beschreibung passt auch ziemlich gut auf die INSPIRE ATOM-Feeds. Man kann die sehr einfach programmatisch dazu nutzen, Datensätze oder auch Teile von Datensätzen herunterzuladen. Dazu haben wir die damals ja auch explizit eingeführt  (Zwinkern) . Den Download von Daten kann mit einem kleinen python-Script automatisieren - Man benötigt nur die CSW-URL des Geodatenkatalogs, sowie die ID der gewünschten Datensatzmetadaten.

    Nach Abstimmung der AK-Leitungen mit Vorsitz LG GDI-DE wird der AK Geodienste die Bereitstellung von hochwertigen Datensätzen über APIs/Massen-Download behandeln und entsprechende Empfehlungen erarbeiten.

So was sollte zum jetzigen Zeitpunkt nicht offiziell publiziert werden (Daumen runter). Den unbestimmten Begriff "ATOME" hab ich mal gehört - bin mir aber nicht mehr sicher aus welchem Mund ...
